（一）拟订全市投资促进发展战略、规划、计划和政策并组织实施。组织起草有关地方性法规、规章草案。

　　(i) To formulate and implement Shenzhen's strategies, goals, plans and policies regarding investment promotion; draft relevant local regulations and rules.

　　（二）研究国内外重点产业发展趋势及投资促进政策，提出对策和建议。参与拟订全市重大产业政策。

　　(ii) To study the trends of key industries and investment promotion policies at home and abroad, and put forward response measures and suggestions; participate in formulating Shenzhen's major industrial policies.

　　（三）统筹协调、督促考核全市投资促进工作，建立健全投资促进工作体系。指导各区各部门、重点区域、重点产业园区等开展投资促进工作。

　　(iii) To coordinate, supervise and evaluate Shenzhen's investment promotion work, and establish a sound investment promotion work system; offer all districts, key areas and key industrial parks guidance on investment promotion.

　　（四）监测、分析、研判全市投资促进工作情况。牵头建立健全高效的项目落地服务工作机制，统筹全市重大项目招引落地的布局，促进各区产业集聚，差异化发展。承担市级重大、跨区跨部门及市委、市政府交办项目的招商引资和跟踪服务工作。

　　(iv) To monitor, analyze, and assess Shenzhen's investment promotion work; take the lead in establishing a sound, efficient service mechanism for project implementation, coordinate the planning of the attraction and implementation of major projects in Shenzhen, and facilitate all districts' industrial cluster development and differentiated development; undertake the investment promotion and follow-up services regarding major projects at the municipal level, cross-district and cross-departmental projects, and projects assigned by the CPC Shenzhen Municipal Committee and the People's Government of Shenzhen Municipality.

　　（五）统筹推进境内外经贸网络体系建设，牵头开展境内外投资推广活动，建立与重点企业的沟通联络机制。负责市驻海外经贸代表处(高层次人才联络处)有关管理、考核和监督工作。

　　(v) To coordinate and advance the development of domestic and overseas economic and trade networks, lead domestic and overseas investment promotion events, and establish liaison mechanisms to communicate with key enterprises; take charge of the administration, evaluation and supervision of Shenzhen's overseas economic and trade offices (high-caliber talent liaison offices).

　　（六）指导外商投资工作，依法管理外商投资企业和项目有关事项，依法监督检查外商投资企业执行有关法律法规情况并协调解决有关重大问题。承担外商投资企业服务和外商投资统计工作。

　　(vi) To guide foreign investment work, take charge of matters related to foreign-invested enterprises and projects according to the law, supervise and inspect the implementation of relevant laws and regulations by foreign-invested enterprises, and coordinate the resolution of relevant major issues; undertake tasks regarding foreign-invested enterprise services and foreign investment statistics.

　　（七）完成市委、市政府和上级部门交办的其他任务。

　　(vii) To complete other tasks assigned by the CPC Shenzhen Municipal Committee, the People's Government of Shenzhen Municipality and the superior authorities.
