（一）拟订商务领域的地方性法规、规章草案并组织实施。研究国内外贸易、现代流通方式的发展总势并提出政策建议。

　　(i) To formulate and implement local regulations and rules on the commerce sector; study the general trends of domestic and foreign trade and modern circulation models, and put forward policy suggestions.

　　（二）拟订商务发展战略、规划、计划并组织实施。拟订市场体系建设、内外贸易发展、投资的政策措施并组织实施。加快推进现代市场体系建设。推进内外贸融合发展，优化商贸流通产业布局和结构。

　　(ii) To formulate and implement commerce development strategies, goals, and plans; formulate and implement policy measures regarding market system building, domestic and foreign trade, and investment; accelerate the development of a modern market system; advance integrated development of domestic and foreign trade and optimize the paradigm and structure of the trade and circulation industry.

　　（三）负责整顿和规范市场经济秩序的相关协调工作。拟订并组织实施规范市场运行、流通秩序的政策措施。监测分析商务运行态势、商品供求，进行预测预警和信息引导，推动商务领域信用建设。指导商品批发市场规划和城市商业网点规划、商业体系建设。促进商贸流通体制改革，协调解决商贸流通中的重大问题。推进流通标准化。负责建立健全生活必需品市场供应应急管理机制。

　　(iii) To coordinate tasks regarding the rectification and regulation of market economy order; formulate and implement policy measures for regulating market operations and circulation order; monitor and analyze commerce operations, commodity supply and demand, make forecasts, give early warnings and information guidance, and facilitate the development of a credit system in the commerce sector; guide commodity wholesale market planning, urban commercial outlet planning, and commercial system development; promote the reform of the trade and circulation system, and coordinate efforts to address major issues in trade and circulation; develop standards applying to the circulation sector; establish sound mechanisms for supply and emergency management of daily necessities.

　　（四）拟订并组织实施会展、电子商务、商务服务等发展规划和政策措施。负责会展业管理。促进贸易增长方式转变，指导和协调贸易促进体系建设，推动电子商务服务体系和平台建设。促进商贸中小企业发展，指导商品贸易结构调整。

　　(iv) To formulate and implement development plans and policy measures regarding conventions, exhibitions, e-commerce, and commercial services; take charge of convention and exhibition management; promote the shift of trade growth modes, guide and coordinate the building of trade promotion systems, and advance the development of e-commerce service systems and platforms; facilitate the development of small and medium-sized enterprises in commerce and trade and guide the adjustment of commodity trade structure.

　　（五）拟订流通业产业政策，提出优化产业布局、结构的政策建议并组织实施。负责流通行业发展工作。推进连锁经营、商业特许经营、物流配送等现代流通方式发展。推进流通业品牌建设。指导和管理再生资源回收相关工作。依法对拍卖、租赁、汽车流通和旧货流通业等进行监督管理。

　　(v) To formulate and implement industrial policies regarding the circulation sector and put forward and implement policy suggestions for improving the industry paradigm and structure; take charge of tasks regarding the development of the circulation sector; promote modern circulation models such as chain operation, franchise operation and logistics and delivery; facilitate brand development in the circulation sector; guide and manage tasks related to the recycling of renewable resources; supervise and administer auction, leasing, automobile circulation, used goods circulation and other industries according to the law.

　　（六）组织实施进出口商品目录。组织实施重要工业品、原材料和重要农产品（除粮食、棉花外）进出口计划以及进出口商品配额、关税配额计划。拟订并组织实施优化机电产品、高新技术产品进出口结构和对外技术贸易的政策措施。负责监督协调机电产品国际招投标。指导加工贸易工作，推动加工贸易转型升级。推进进出口贸易标准化。统筹协调国际贸易“单一窗口”和电子口岸建设工作。组织实施科技兴贸战略和国际品牌建设。

　　(vi) To organize the implementation of the catalog of import and export commodities; organize the implementation of the import and export plans for important industrial products, raw materials and important agricultural products (except grain and cotton), as well as the import and export commodity quotas and tariff quota plans; formulate and implement policies and measures for optimizing the import and export mix of electromechanical products and high-tech products as well as foreign technology trade; supervise and coordinate international bidding of electromechanical products; guide processing trade and promote the transformation and upgrade of processing trade; develop standards applying to export trade; coordinate the development of the “Single Window System” and electronic ports for international trade; organize the implementation of technology-based trade development strategies and facilitate international brand development.

　　（七）牵头拟订服务贸易发展计划，负责商贸服务业（含批发、零售、家政、餐饮等）管理、发展相关工作。指导服务贸易领域的对外开放。会同有关部门制定促进服务进出口和服务外包发展的规划、政策措施并组织实施。推动服务外包业发展。承担国际货运代理企业备案工作。

　　(vii) To lead the formulation of development plans for trade in services, and undertake tasks regarding the administration and development of commerce and trade services (including wholesale, retail, housekeeping, and catering); offer guidance on opening up the trade in services sector; work with relevant departments to formulate and implement plans and policy measures for the development of service import and export and service outsourcing; drive the development of the service outsourcing industry; take charge of the filing of international freight forwarding companies.

　　（八）组织协调实施“走出去”战略，拟订并组织实施有关对外经济合作的规划、政策、管理办法和对外投资计划。依法管理、监督和服务对外投资、对外承包工程、对外劳务合作等对外经济合作业务。指导和监督检查本市承担的对外援助相关工作。

　　(viii) To organize and coordinate the implementation of the “going global” strategy, formulate and implement plans, policies, management measures, and foreign investment plans related to foreign economic cooperation; manage, supervise and serve foreign economic cooperation activities such as foreign investment, foreign project contracting, and foreign labor service cooperation according to the law; guide, supervise and inspect the implementation of Shenzhen's foreign aid programs.

　　（九）负责海关特殊监管区域的统筹、规划，制定海关特殊监管区域相关政策和产业目录。指导协调和监督检查各区海关特殊监管区域工作。协调推进自由贸易试验区相关工作。

　　(ix) To coordinate and plan special customs supervision areas and formulate policies and industry catalogs related to special customs supervision areas; guide the coordination and supervisory inspection of tasks of special customs supervision zones; coordinate tasks related to pilot free trade zone development.

　　（十）指导反倾销、反补贴、保障措施及其他进出口公平贸易相关工作。指导产业损害调查工作，依法组织实施相关贸易救济措施。指导协调国外对本市出口商品的反倾销、反补贴、保障措施的应诉工作。

　　(x) To guide tasks regarding fair foreign trade such as anti-dumping, countervailing, and safeguard measures; guide industry injury investigation and implement relevant trade remedy measures according to the law; guide and coordinate responses to foreign countries' anti-dumping, anti-subsidy and safeguard proceedings against Shenzhen's export commodities.

　　（十一）牵头促进供应链发展的职责。牵头拟订促进供应链发展的规划、计划和政策并组织实施；完善供应链发展体系，推进供应链创新与应用，打造高质量发展的供应链生态，提升供应链整体服务能力；引导传统流通企业向供应链服务企业转型，建设供应链协同平台，培育新型供应链服务企业、批发供应链企业、供应链创新与应用示范企业等。

　　(xi) To lead efforts to promote supply chain development; take the lead in formulating and implementing goals, plans and policies for promoting supply chain development; improve the supply chain development system, promote supply chain innovation and application, develop a high-quality supply chain ecosystem, and improve the overall service capacity of supply chains; guide the transformation of traditional circulation companies into supply chain service companies, build supply chain collaboration platforms, and cultivate new supply chain service companies, wholesale supply chain companies, supply chain innovation and application demonstration companies, etc.

　　（十二）指导协调商务领域的人才队伍建设、行政审批和安全生产工作。

　　(xii) To guide and coordinate tasks regarding talent pool building, administrative approval and workplace safety in the commerce sector.

　　（十三）完成市委、市政府和上级部门交办的其他任务。

　　(xiii) To complete other tasks assigned by the CPC Shenzhen Municipal Committee, the People's Government of Shenzhen Municipality and the superior authorities.

　　（一）拟订全市投资促进发展战略、规划、计划和政策并组织实施。组织起草有关地方性法规、规章草案。

　　(i) To formulate and implement Shenzhen's strategies, goals, plans and policies regarding investment promotion; draft relevant local regulations and rules.

　　（二）研究国内外重点产业发展趋势及投资促进政策，提出对策和建议。参与拟订全市重大产业政策。

　　(ii) To study the trends of key industries and investment promotion policies at home and abroad, and put forward response measures and suggestions; participate in formulating Shenzhen's major industrial policies.

　　（三）统筹协调、督促考核全市投资促进工作，建立健全投资促进工作体系。指导各区各部门、重点区域、重点产业园区等开展投资促进工作。

　　(iii) To coordinate, supervise and evaluate Shenzhen's investment promotion work, and establish a sound investment promotion work system; offer all districts, key areas and key industrial parks guidance on investment promotion.

　　（四）监测、分析、研判全市投资促进工作情况。牵头建立健全高效的项目落地服务工作机制，统筹全市重大项目招引落地的布局，促进各区产业集聚，差异化发展。承担市级重大、跨区跨部门及市委、市政府交办项目的招商引资和跟踪服务工作。

　　(iv) To monitor, analyze, and assess Shenzhen's investment promotion work; take the lead in establishing a sound, efficient service mechanism for project implementation, coordinate the planning of the attraction and implementation of major projects in Shenzhen, and facilitate all districts' industrial cluster development and differentiated development; undertake the investment promotion and follow-up services regarding major projects at the municipal level, cross-district and cross-departmental projects, and projects assigned by the CPC Shenzhen Municipal Committee and the People's Government of Shenzhen Municipality.

　　（五）统筹推进境内外经贸网络体系建设，牵头开展境内外投资推广活动，建立与重点企业的沟通联络机制。负责市驻海外经贸代表处(高层次人才联络处)有关管理、考核和监督工作。

　　(v) To coordinate and advance the development of domestic and overseas economic and trade networks, lead domestic and overseas investment promotion events, and establish liaison mechanisms to communicate with key enterprises; take charge of the administration, evaluation and supervision of Shenzhen's overseas economic and trade offices (high-caliber talent liaison offices).

　　（六）指导外商投资工作，依法管理外商投资企业和项目有关事项，依法监督检查外商投资企业执行有关法律法规情况并协调解决有关重大问题。承担外商投资企业服务和外商投资统计工作。

　　(vi) To guide foreign investment work, take charge of matters related to foreign-invested enterprises and projects according to the law, supervise and inspect the implementation of relevant laws and regulations by foreign-invested enterprises, and coordinate the resolution of relevant major issues; undertake tasks regarding foreign-invested enterprise services and foreign investment statistics.

　　（七）完成市委、市政府和上级部门交办的其他任务。

　　(vii) To complete other tasks assigned by the CPC Shenzhen Municipal Committee, the People's Government of Shenzhen Municipality and the superior authorities.
