Shenzhen Topped the Country in Development of the Digital Economy

  Shenzhen ranked first among Chinese major cities in terms of digital economy. On August 24, the Industry and Information Technology Bureau of Shenzhen Municipality introduced the development of the digital economy in Shenzhen and the work arrangements for the implementation of the Regulations at the press conference on the Regulations on the Promotion of Digital Economy in Guangdong Province held by the Standing Committee of the People's Congress of Guangdong Province.

  In recent years, Shenzhen has expedited the construction of a digital economy innovation and development pilot zone with digital industrialization and industry digitization as the main lines, and has made notable progress. According to the statistical standard of the National Bureau of Statistics, Shenzhen's core digital industries' added value hit RMB 844.66 billion in 2020, accounting for 30.5% of the city's GDP, ranking first in the country in terms of both total GDP and its proportion. The output value of electronic information manufacturing reached RMB 2.2 trillion, making up 1/5 of the country's total, ranking first among Chinese major cities. Shenzhen is home to 21 of China's top 100 electronic information enterprises. The revenue of its software businesses is 1/10 of the country's total, ranking second among Chinese major cities with 11 software enterprises that are among the country's top 100.

  Shenzhen has expedited the development of industrial Internet and the digital transformation of manufacturing. In 2020, Bao'an District became a national demonstration base for new type industrializing and Longhua District was approved to be a provincial demonstration base for the industrial Internet. The Application Innovation Experience Center of National Industrial Internet Platform (Shenzhen Branch) was built up and opened to the public for trial operation, and the Guangdong Industrial Edge Intelligence Innovation Center was approved for establishment. Huawei, Foxconn and Tencent were adopted in China's cross-industry and cross-sector industrial internet platform list released by MIIT, accounting for 1/5 of the country's total.

  Shenzhen has also sped up the construction of its digital infrastructure. In 2020, Shenzhen had built47,600 5G base stations, becoming the country's and the world's first city with full 5G network coverage. The city's free WiFi covers 90% of public areas, becoming the most Internet-enabled city in China. Shenzhen has initially deployed NB-IoT network in key urban areas, and became the country's first to start laying out multifunctional smart poles.

  Looking ahead, in addition to the Data Regulations of the Shenzhen Special Economic Zone, Shenzhen will accelerate the promulgation of Regulations on the Promotion of Digital Economy Industry, Regulations on the Promotion of Artificial Intelligence Industry, and Regulations on the Administration of Intelligent and Connected Vehicles to create the best digital environment. Shenzhen will focus on building broadband network communications, semiconductors and integrated circuits, UHD video display, intelligent terminals, intelligent sensors, intelligent robots, intelligent and Internet-connected vehicles, software and information services, digital creativity and other digital economy industry clusters, and accelerate the research and formulation of industry cluster action plans and the supporting fund policies. The city will promptly promulgate the three-year action plan for the innovation and development of the industrial Internet and related supporting policies, cultivate and expand the industrial Internet platform, expand the integrated and innovative applications, and promote the digital transformation and high-quality development of the manufacturing industry. Shenzhen will study and formulate the implementation plan of new information infrastructure construction, introduce data center plans, and strive for a new information infrastructure benchmark city with world advanced and innovative model.
