Overseas Professionals to Receive Subsidies

High-end overseas professionals who work in major industries in Qianhai will receive subsidies from the city government.

 

 

The amount of the subsidies will be determined by the difference in personal income taxes between the Chinese mainland and overseas regions. Income tax on the subsidies is exempted, according to a plan on the professional management in the Qianhai area, which was released by the city government Wednesday.

 

The area will also build affordable apartments close to Metro stations, some of which will be upgraded into high-end and commercial apartments for the high-end overseas professionals, according to the plan.

 

More preferential policies, incentives and an effective income distribution system will be introduced.

 

Preferential tax policies will also be given to companies in the area. Companies that meet certain requirements will receive a 15-percent reduction on corporate income tax.

 

Professional certificates issued by Chinese mainland and Hong Kong authorities will be recognized in Qianhai.

 

Meanwhile, according to the provincial government, the Nansha (Guangzhou)-Qianhai (Shenzhen)-Hengqin (Zhuhai) zone has now become a model zone to pilot the country's professional management. By 2015, the zone will boast about 100,000 international high-end professionals and talents in modern service industries.

 

Among them, more than 50,000 professionals will be located in the Qianhai area by the end of 2015.

 

The area will also introduce more than 50 domestic and international financial organizations to set up management or business headquarters. It will become a model area to pilot a certification recognition system and tax system for modern service industries.

 

Rule on professional evaluation implemented

 

Shenzhen has implemented a regulation on the evaluation of high-end overseas professionals, Thursday's Shenzhen Economic Daily reported.

 

According to the regulation, when high-end overseas applicants are about to be introduced to Shenzhen, the city's human resources authority should hire leading domestic and international experts to form a special evaluation team.

 

The team should have at least nine members and the total number of experts should be an odd number so that voting cannot be tied. Among these, more than 80 percent of the members should be from places other than Shenzhen.

 

When evaluating talents in the field of technological innovation, there should be at least one academician from Chinese Academy of Sciences and Chinese Academy of Engineering.

 

The applicants should only be introduced to the city after being approved by more than half of the members. They will receive the qualification officially after public opinion has been solicited for 10 days, the regulation said.
