More than 1.7 Million SMEs in Shenzhen, Representing an Annual Growth Rate of 20% in Its Number

  The development quality of Shenzhen SMEs (small and medium enterprises) continues to improve. The number of small, medium and micro-sized enterprises in our city has seen rapid growth, with an annual growth rate of 20% in recent years. As of the end of October 2017, the number of SMEs registered with industrial and commercial authorities in the city was 1.705 million, accounting for 99.6% of the total number of enterprises. In 2016, SMEs paid taxes amounting to 291.045 billion RMB, accounting for 51.5% of the total tax revenues from the city's enterprises.

Robust Innovation - The total number of national-level hi-tech enterprises in our city reached 10,000, among which more than 80% are SMEs with more than 4,000 innovative small, medium and micro-sized enterprises included in the cultivation echelon. The total number of authorized patents for SMEs was 65,230, accounting for 68.4 % of all the patents obtained within the city. The number of new PCT international patent applications was 6,642, accounting for 33.8% of the newly increased numbers in the city.

  Strong Entrepreneurial Momentum - In 2016, the city had 2.6698 million commercial entities, with a year-on-year increase of 27%. This is an average of 234 commercial entities and 133 enterprises owned per thousand people, and is the highest density of start-ups in the country.

  Among existing commercial entities, the proportion of the three industries (the primary sector, the secondary sector and the tertiary sector) is about 0.1: 9: 90.9. More than 80% of the newly registered enterprises are engaged in the modern service industry. The entrepreneurial resources are concentrated in the tertiary sector with the modern service industry as the mainstay, which is generally in line with the industrial development of our city.

  The number of listed companies continues to take the lead. As of Dec. 7, 2017, the number of listed SMEs and GEM companies in our city increased to 190, with an initial 126.731 billion RMB in capital raised. Shenzhen has ranked first among large and medium-sized cities nationwide for 11 consecutive years.

  There were 841 enterprises listed in the New OTC Market, ranking third among large and medium-sized cities. Up to now, the city has a total of 384 domestic and overseas listed companies, of which 269 are listed domestically and 115 are listed overseas. This benefited from the city's strenuous and continued efforts to strengthen the listing of SMEs.

  Behind the shining economic data, there is the indispensable "visible hand" to promote and push forward. According to the development characteristics and needs of the SMEs in Shenzhen, our city has creatively formulated a series of relevant policies and measures, promulgated important documents such as "Opinions on Accelerating the Development of Private Economy" and "Some Measures on Further Accelerating the Development of Private Economy".

  In Oct. 2010, it promulgated the "Regulations of Shenzhen Special Economic Zone on Promoting the Development of SMEs". This marked the first time our city provided a guarantee in terms of a legal institution for the development of SMEs.

  In June 2013, the municipal government promulgated "Several Measures of Shenzhen Municipality on Supporting the Healthy Development of Small, Medium and Micro-sized Enterprises", which is a specific policy from the municipal government to support the development of small, medium and micro-sized enterprises. It has instituted 28 measures covering eight aspects such as transformation upgrading, innovation, development, etc. to vigorously support the development of small, medium and micro-sized enterprises. It will become the guiding document for promoting the development of small, medium and micro-sized enterprises for the city for some time to come. The introduction of these innovative policies has improved the city's policies and regulations to promote the development of SMEs in our city and create a good environment.
