Recently, the All-China Federation of Industry and Commerce released the 2022 Report on "Business Environment Evaluation by Ten Thousand Private Enterprises", which rated Shenzhen as the best city in China in terms of business environment.

　　According to the evaluation results revealed in the 2022 Report, the top 10 provinces are Zhejiang, Guangdong, Jiangsu, Shanghai, Beijing, Shandong, Hunan, Anhui, Sichuan and Fujian; the top 10 cities (excluding municipalities directly under the Central Government) are Hangzhou, Wenzhou, Guangzhou, Shenzhen, Ningbo, Changsha, Nanjing, Suzhou, Qingdao and Hefei.

　　According to the stocktaking of "provinces and cities with the best business environment" by enterprises, the top 5 provinces are Guangdong, Zhejiang, Jiangsu, Shanghai and Beijing; the top 5 cities (excluding municipalities directly under the Central Government) are Shenzhen, Hangzhou, Guangzhou, Suzhou and Chengdu.

　　Shenzhen Municipal Federation of Industry and Commerce shared experience at the conference where the report was released. Shenzhen has proposed "four brands" and "six actions" for implementation. The "four brands" include the brand of building a "home offering five senses (i.e. senses of direction, identity, belonging, honor, and fulfillment)" to private entrepreneurs, the brand of "Shenzhen Entrepreneurs' Day" activities, the brand of "direct-access mechanism" to serve enterprises, and the brand of "reinforcing fortress shaping pioneers" for non-public enterprises' party building. The "six actions" include "soul forging actions" to deepen education on ideals and beliefs, "pacemaking actions" to optimize business environment, "quality improving actions" to promote high-quality development of private economy, "enterprising actions" to cultivate private entrepreneurs, "excellence actions" to build a commerce chamber with Chinese characteristics, and "heartwarming actions" to establish a friendly and clean relationship between the government and businesses.
