On the afternoon of June 23, 2022, the Shenzhen-EU Enterprises Dialogue on Industrial Policies, jointly organized by the Commerce Bureau of Shenzhen and the European Union Chamber of Commerce in China, took place at the Ritz-Carlton, Futian District, Shenzhen. Mr. Gao Lin, Level-2 Inspector of Commerce Bureau of Shenzhen, and Mr. Klaus Zenkel, Chair of European Chamber South China Chapter, attended the event. Heads of relevant government departments of Shenzhen and representatives of EU enterprises were present and held dialogues on industrial policies. This event aimed to unblock communication between businesses and government agencies and give EU companies a better understanding of Shenzhen's industrial policies to facilitate their development in the city.

　　Mr. Gao Lin said in his speech that EU businesses are important contributors to Shenzhen's economic and social development. As Shenzhen continues to steadfastly deepen reforms and expand opening-up, EU companies can seize the huge opportunities to invest and grow in the city. He stressed that as the Commerce Bureau of Shenzhen continues to strengthen its legal system, policies and services, it is mulling the Regulations on Foreign Investment in Shenzhen Special Economic Zone, to enhance the implementation of the Measures of Shenzhen Municipality on Encouraging Multinational Companies to Establish Headquarters Enterprises as well as the Measures for Reviewing and Approving the Eligibility of Foreign-funded R&D Centers in Shenzhen to Import Equipment Free of Duty. This will create a world-class law-based business environment, further give full play to the role of Shenzhen European Office in helping foreign investors come to Shenzhen and Chinese companies go global, and make accurate and efficient services accessible to foreign-funded enterprises.

　　Mr. Klaus Zenkel stated in his speech that Shenzhen is attractive with an open market, excellent business environment, and sound infrastructure, and many EU companies have invested in the city. He looks forward to more EU businesses joining hands with Shenzhen and investing in Shenzhen to grow and prosper with Shenzhen.

　　At the event, relevant government departments of Shenzhen including the Development and Reform Commission, Science, Technology and Innovation Commission, Human Resources and Social Security Bureau, Transport Bureau, Commerce Bureau, Health Commission, and Taxation Bureau carefully replied to EU enterprises' questions and concerns about the city's planning, talents, taxation, and cross-border transport policies to help the companies achieve robust growth in Shenzhen.

　　Going ahead, as both a special economic zone and a pilot demonstration area of socialism with Chinese characteristics, Shenzhen will fully implement the national strategies of the Guangdong-Hong Kong-Macao Greater Bay Area and the Pilot Demonstration Area of Socialism with Chinese Characteristics, and carry out comprehensive pilot reform while deepening the reform and opening-up of Qianhai Cooperation Zone on all fronts. With a focus on the development of strategic emerging industries and future-oriented industrial clusters, it will step up investment promotion efforts and optimize the structure of foreign investment to faster build a technological and industrial innovation hub with strong global influence.
